
Turf Paradise was built in 1956 by Walter Cluer, a successful millwork company founder and manufacturer from Phoenix. Cluer, who was also a horse owner, dreamt of building a first-class race track in Phoenix. He purchased 1,400 acres (5.7 km2) of barren desert at what is now Bell Road and 19th Avenue.
The latest renovation of Turf Paradise was in 2021.
The renovation was necessary to improve the safety and quality of the racing surface at Turf Paradise. The new surface is designed to provide better traction for the horses and to prevent injuries. The renovation also makes the track more sustainable by using recycled materials.
